new voice comm server

well, this seems to be an awesome voice comm program.

however, Kodiak will need a new sound card to use it. it also says in the docs that it is not 56K friendly...but we can still test that out. we could always try teamspeak again if Kodiak does get a new sound card - i think that would resolve his issues with that as well...
