I like the idea, and hell I have been for years using those 5 year life time low power light bulbs. Get them in big packs and hey no light changes for 5 years +. but I have to hack at the 25% reduction talked about. Against what number. Pick a year say 1995 and say We want 25% less emissions against what we produced in 1995 total. but just saying 25% means jack. As then we build more factories but they produce 25% less then the use to is great but you still end up with more factories so emissions per factories are down but more factories means still more emissions total. So unless you state what that 25% is against, it means jack and can be applied many ways and usually not in the best way.
