Wahoo, I'm getting a completely upgraded PC in 10 weeks. I decide the specs, so do you have any idea on what would be good?

LARGE numbers = good.
We can rebuild your PC--stronger, faster, better...

I'll be getting a portable DVD player for Christmas and a top of the line video card for my birthday (either Nvida or ATI). Me a happy camper!

Do you know what kind of card, in terms of number? I've got an NVIDIA GeForce FX5200-128MB, can get games like Halo up to max. detail and still running smoothly.

You CAN? I'm surprised. The 5200 is a bare-bones card. It does DX9, but not really at playable speeds.
With the current state of things, I should think you could get a Radeon 9800 Pro or Geforce FX 5900 of some flavor in the $200 range. Beats me what that means for YOUR prices, of course. Those would be 2 steps over your current card without being on the bleeding edge (and bleeding wallet).
If you've been getting along with a 5200 till now, any of those would be great. Be advised any ending with "SE" is usually a far weaker variant--cheaper, but not really the same. In typical "confuse the customer" fashion, a Radeon with an XT is faster than those without, while Geforces with XT are slower (Ultras being faster).
I think any card in the $200 range would serve you well for now, unless you can spring for more, of course.

It's ideal specs at the moment. I don't know how much the 5200 cost-it was for my birthday, but it has helped. I still have trouble with games like CFS3 though. In fact, the upgrade is going to be based around the needs for LOMAC, with a medium/high detail setting.

LOMAC? Ok, that gives me a benchline.
I run LOMAC in only 16-bit color at 1024 x 768 with medium detail and get playable frame rates.
My setup:
AMD 3000+
1 GB 266MHz RAM
ASUS nForce2 mobo
Creative Audigy
ATI Radeon 9800 (not Pro, SE, or XT--you really can't find these anymore)
Win XP
Anything LESS will mean performance below acceptable IMHO, but of course YMMV.
