What if . . . . . .
A rail gun system was built, on the Moon maybe, using depleted uranium or other such dense material as part of the ammunition. This 'weapon' system could be used to fire at inbound meteors to destroy them before they reach earth. The combination of high density material and high velocity coupled with the potential ability to increase the rate of fire and hence density of firepower would be the winning factor. Just an idea . . .

Reentry burns things up depending on their composition and speed. It shouldn't be that difficult to engineer projectiles that would survive reentry. What COULD be hard is making them effective in power and accuracy once they reach the surface.
This won't break F=ma because the action isn't gunpowder pushing gun pushing against projectile. Rather, the gun barrel spins so fast the bullets fly out--no propellant or anything explosive. The only danger I can think of is if the gun itself malfunctions in some way and it starts flinging BBs all over, or if the gas propulsion leaks some odd way.

Maybe, but at some time the projectile must move with relation the environment and not the weapon. Now, if the weapon is already moving how do you reference the weapon, the environment and the projectile without imparting a force to make the projectile move without applying an equal and opposite force to one of the other two? Impossible, by the laws of physics.
Consider how a helicopter operates, there needs to be an equal and opposite rotation to counter the rotation of the blades or you have the helicopter rotating in the opposite direction, hence the reason for a tail-rotor, which makes use of leverage - hence the use of a smaller rotor than the main rotor.
In space we see the ultimate equal and opposite effect by way of the methods used to control direction and propulsion.
