I am going to guess Peter Cushing (Grand Moff Tarken)? He seems like the type of guy who would play as Dr. Who.

To my recollection Cushing was never a canon Doctor, i.e. he never appeared in the TV series, instead playing the role in a couple of the spin off (TV) movies
