From what I've heard most people won't want to upgrade XP to Vista without a reload. There's a performance hit, and since DX9 itself in the early days will run slower on Vista than XP (at least until the drivers get up to snuff, maybe permanently) i see no reason to go down that road.

IIRC, both versions will be on the Vista DVD, just as it will cover all the versions of the OS and the CD key alone will determine your version.
I don't think the cheapest version will allow 64-bit, but I'm not 100% on that.
So, I think the scenario is you boot off the DVD, enter your key, then if the key is for a high enough version PLUS you have a 64 bit CPU it will give you the option to choose 32 or 64 bit.
I know you can upgrade from Home to Premium or whatever by altering the CD key (ie you buy a new key from MS and type it in and all those features come on), I don't know if you can change from 32 to 64 later, though.
Frankly, 64 bit is just not ready for prime time for most people. The few advantages greatly outweigh the disadvantages of program and driver support issues. Whatever replaces Vista I'm sure will be 64-bit only and THAT'S when it will happen.
