After visiting the nearby KU building in person yesterday, someone came out and pulled the tree limb off the power line between my house and the pole out by the street.
They left the broken limb dangling a few feet above the line in place, stating that that one was not their responsibility.
They also looked at the meter, which had been knocked sideways, and said I'd have to get an electrician to fix it, and that they'd have to shut off my power because it was 'dangerous'. This, after the power's been back on for a week now.
9 days after I first reported the tree limb which fell on the line and knocked the meter box sideways...

yes the meter box is the home owners responsibility, which I found out when buying my house. It had a 1950s rated meter and it would not pass code inspection....so I had the sellers fix it before I signed the papers.
Tach if i was there, I have tree trimming stuff, like a chainsaw on a pole to trim with, and Id be over there helping you out man....ice storms really suck

Is the city responsable for making sure tree limbs are not over power lines and can come down and cause damage to them. Here they have to keep things trimed around power lines. If its there responsibility to keep trees trimed and it fell on the line damaging the box you can go after them for the repair cost as they are the cause of the thing breaking.
It depends on responsibility but I don't think anyone expects you to trim around a power line as you don't have the proper gear to do it safely. So you MAY be able to get them to cover it but don't hold your breath
