Snowfox SA-10 Strike

So I was tasked to destroy SA-10s last night and it was odd. I hit one with a JSOW-C at first, but then switched to the cluster bombs of the JSOW-A.

Both JSOW-A strikes went off without a hitch, but both times the clusters seemed to hit around the SA-10. They didn't get it at all.

Any ideas why?
